California County Superintendents President Richard DuVarney Statement on Governor’s May Revision

Today, Governor Newsom revealed the latest look at the 2025-26 state budget via the May Revision, putting forward a plan that, despite fiscal challenges, continues to maintain a commitment to public education. While certain programs face delays or reductions, the budget reflects an effort to balance immediate financial constraints with the state’s long-term educational goals. Between fully-funding universal transitional kindergarten for all four-year-olds, expanding before, after, and summer school programming, and $535M new investments to improve literacy instruction with an emphasis on our multilingual learners, this budget continues to prioritize investments in our students and their future. We are thankful for the continued support and look forward to spending the next few weeks in discussions and legislative negotiations that will be crucial in shaping the final budget and protecting its impact on California’s educational landscape.

Nearly six million students walk into California classrooms each day. They are urban, suburban, rural and represent an unrivaled diversity of cultures, ethnicities, and races. The California County Superintendents provides the organizational mechanism for the 58 County Superintendents of Schools to design and implement statewide programs to identify and promote quality cost-effective educational practices and services, and provide support to school districts in the areas of student services, curriculum and instructional services, fiscal accountability and business services, personnel services, and technology and telecommunications.
